The best (and only) method is the Masuda method. Normally there is a 1 in 8192 chance of encountering/ hatching a shiny. But with the Masuda method the odds are reduced to 1 in 2048, a 75% cut. In Pokemon Black and White the odds are reduced even further to 1 in 1365.3, a 80% cut roughly.
The Masuda method is basically breeding two Pokemon, one foreign and one of yours. In Generation IV and V games the chance of a shiny hatching is reduced to the odds above.
If one of the Pokemon breeding are shiny the odds of the hatched Pokemon being shiny are not reduced.
