I don't think you can buy seals, but you can get a couple from the little girl at the moomoo farm. that or you can use the action replay code to get all seals.
Yep, there is also a girl in a house near the lighthouse in Olivine city that gives you three different seals every day you go there.

∙ 12y agoYou cannot buy seals in either HG or SS.
Seals are given to you by meeting certain people.
One area is Moo Moo Farm,-go inside the barn and 2 little girls will be complaining about their sick cow. Get enough oran berries and feed it to cure it, and one of the little girls will give you a Seal case and some seals.
Another place is in Olivine City, and in one of the two houses behind the pokemart has another little girl who will give you seals. (But you have to have gotten the seal case first)
*Everyday if you return to vermilion city and speak to the same girl, she will give you 3 or 4 different seals.
Also there is a Pokemon center somewhere where someone will offer you seals.

∙ 12y agoThere is no such thing as a Seal Box in Pokemon Heart Gold. However, there is such a thing as a Seal Case. It is a key item that stores all of your seals. You can find it in Solaceon Town.
