Once you beat all of the 16 gym leaders proceed to cherygrove city. Walk north until you get to Mr. pokemon's house and he will give you the red orb for soulsilver blue orb for heart gold. After you receive one then fly to cianwwod city and go into the cave. groudon is located somewhere in the cave (route to pal park). hope this helps :)
