(I'm not really sure what moves are strong against drilbur but don't use pursuit because if it is a critical hit it will faint!*) * that happened to me once!

Go to ChargeStone Cave and look for dust spinning around, walk over to it, and there's a Drilbur. Now catch it and I think it evovles somewhere in the lvl 30's. I think that's the ONLY way to, unless your in like maybe Victory Road.

well you need to have three important items for clouds to form. 1- moisture so the water can form the cloud. 2- cooling air so that the water vapor can be condenced. 3- condensation Nuclei or also known as dust. the dust will gather the water vapor in the air, without it clouds can not form.
