yes ok first you go to pallet town after you beat the Pokemon league 7 times. deleat your file thenin your new file pro. oak will say " i heard someone beat the Pokemon league many timesand he gave me these. then he will go to his PC and do somthing then for your starter you can get kyogre lv. 100.
