yeah but it's quite tricky you might lose the chain, you can chain them in the bottom route of solaceon town and on the grass beneath the tall tower, by chaining them you can be lucky enough to get a shiny chansey.
You either find them randomly, or you use a chain with the pokeradar :)
Wild chanseys have a 5% chance of holding one. Maybe it's easy to chain chansey with stantler, because it has the frisk abillity and sees what item the opponent is holding.
The average chain is about 40-50. Once you get to that number, you will have a 1/60 chance to see a shiny, compared to the regular 1/8192.
No, the Pokeradar cannot be used on water.
To get a pokeradar in Pokemon diamond and pearl, you must see all of the sinnoh Pokemon in the game, then go to profeser rowan's lab and talk to him. he will give you a pokeradar and with it you can find Pokemon from other regions.

they come out at random but with pokeradar you chain for better chances
You can do lots of things with the Pokeradar but the best feature, is chaining Pokemon (search on Google for more details) it's a rather difficult process but if you chain Pokemon right and create a long enough chain you can easily encounter shiny Pokemon
the pokeradar searches out Pokemon in the tall grass so you don't run into any Pokemon. by the way you get the pokeradar from professor rowan after getting the national dex.
After you obtain the PokeRadar, go to Pal Park, which is at the end of Route 221. Professor Oak should be there, and give you the Chain App after talking to him.
If your saying shiny you can get a shiny by using the pokeradar and getting a chain of 40 or you can use an action replay
they are found on wild chanseys however they are very rare they only appear about 5% of the time. Chanseys are rare enough by themselves.

There is no PokeRadar in HG/SS, unless you count the PokeRadar in the PokeWalker.

the pokeradar is used to find shinies.IF i were to explain it it would take a while, so instead GOOGLE " how to use the pokeradar to find shineys" and they will give you a step by step guide on hoe to use it.
You can catch one using the pokeRadar at route 201. Other people say it takes a chain of 41, but it only took me a chain of 6 or 7. A chain is when you meet the same Pokemon again and again
