It's not accurate to say you 'chain' to a summon. A chain is an order of 'activations' which then resolve in reverse order (the implication is that when a card is chained to another, the second card resolves first).

The correct term is 'respond' which is what you do to something that has happened fully already. So when something is summoned, or a card is drawn at the start of the turn, or an attack is declared, cards like Bottomless Trap Hole, Drastic Drop-Off or Sakuretsu Armor respectively will start a chain in response.

When the Turn Player normal summons a monster successfully, he retains Priority to activate an effect. He could therefore activate Icarus Attack at chain link 1 if he wanted, using the summoned monster as a tribute before the opponent can do anything. The opponent could legally chain Torrential Tribute to Icarus Attack, but the normal summoned monster is already gone.

When a summon occurs on the resolution of an activated effect, the summon is automatically successful when the effect resolves - but Solemn Judgment can chain to that activation and prevent the summon by stopping the effect resolution. So, if you Normal Summon, Synchro Summon, or perform a special summon that does not use the chain, such as Chaos Sorcerer, you can negate the summon as per the first bit above. If you special summon on resolution of an activated effect, such as Monster Reborn or Call of the Haunted, Solemn Judgment can chain to these activations and negate them. No resolution means no summon. But, note that Solemn Judgment can only chain to the activation of Spell or Trap cards. If the special summon occurs on the resolution of an activated monster effect, Solemn Judgment can't stop it. It can't chain to it, and as above, the summon is successful when the effect resolves. I assume you mean Ritual Summon, as Relinquished can't be summoned by tribute summon. Once Relinquished is on the field, you as the turn player have Priority, you can start a chain by targeting an opponent's monster with its Ignition Effect. The opponent is free to chain to this as normal. If it resolves properly, Relinquished will be equipped. You can ask to enter the battle phase, but remember the opponent doesn't have to let the phase pass if he's got something he wants to use, so he can use something to possibly destroy Relinquished first. So basically, you can certainly summon Relinquished, and on its first turn (not THE first turn, of course, no attacks can be declared) , steal a monster and attack, but not 'immediately' in the sense that the opponent gets chance to respond to every part of the process.
