No, of course you can not. He just sells you the weak Magicarp that you were sold in blue, red, and yellow versions. The shiny Magicarp is exclusive to Gold, Silver, and Crystal versions; unless you use a cheat code or get extremely lucky and catch one with a rod which is so rare that it's not funny.
