No you can't if you don't have Pokemon diamond, pearl or platinum and choose chimchar as starter then link it over to soul silver :] ( i think that other guy ment " region " ) NEW PERSON NO you do go to the sinnoh region talk to that captain on the ss aqua and he'll give you and item. eventually he gives you that map of sinnoh and sails to snowpoint city
