No you can't, but you can capture Sinnoh and Hoenn Pokemon that have migrated into Jhoto and Kanto in this game.
On Wensdays and Thursdays- they will play either the Sinnoh sound on the Pokemon song channel or the Hoenn Pokemon sound.
If you play this on your radio, then surf or walk in grass (Anything that will trigger a wild Pokemon battle) you have a chance to meet a Hoenn or Sinnoh Pokemon.
Different routes contain different ones- and don't be dissapointed if a Pokemon that is not a Sinnoh or Hoenn doesn't show up immediately.
* It takes a few times walking through the grass to find one. If you don't encounter a Sinnoh or Hoenn Pokemon in battle, simply run away and reset your raido to play the Pokemon song channel again. (Regardless you have to reset your radio after each battle.)
*You can also find other Sinnoh and Hoenn Pokemon in the Safari zone by meeting certain requirements. (Google it for more details.)
