As long as the card is not on the forbidden list, then you can use it in a tournament. There is no set rotation, cards from every set are legal.
A ban card in advance tournament is almost useless but from time to time, UDE changes the list for you to use them again. However, in traditional tournament, you are allowed to use ban cards but you still have to follow the limited and semilimited list. For Egyptian god cards, there are not made to play in Yugioh tournaments due to their powerful strength. It's basically just made for marketting a collection for Yugioh Fan collectors.

Take out duplicates and cards that you cannot use or do not have the cards required.

there is no top 10 yugioh cards. its about how you use them, but if you could name a specific type of yugioh cards like dragons machines etc.. then i could be of more help
