No you cannot. When a monster says it 'cannot be special summoned except by..' it means that's the only way it can ever reach the field. Five-Headed Dragon can't be special summoned, except by Fusion Summoning it. Even if you fusion summon it and it is destroyed, it can't be brought back to the field by cards like Call of the Haunted, or Red-Eyes Darkness Metal Dragon.
If you are talking about its effect to Special Summon a Fusion Monster with his effect, you can't. You have to have both The Light - Hex Sealed Fusion along with another Fusion Material, for example Cyber Dragon to Summon Cyber Twin Dragon, and Tribute both of them, and Special Summon Cyber Twin Dragon. His effect can be used to Tribute itself, including Cyber Twin, even if Cyber Twin says it can only use the above Fusion Materials for its Fusion Summon, but The Light Hex Sealed can be used as a substitute, since it is being used for a Special Summon, but not a Fusion Summon. If you are talking about his substitute effect, I'm not sure how you even can use that effect without the use of Polymerization.

The 5-Headed Dragon came in a Special Edition of the Dinosaur Deck, (the one that featured Super Conductor Tyranno). To summon 5-Headed Dragon, you need to fuse together any 5 Dragon cards, (it doesn't matter which, his attack points are 5000, and so are his Defense points). Here's a tip, if you plan to use one, If you put a Future Fusion and Dragon's mirror in your deck, along with a couple Polymerizations and Fusion Sage's, you can Summon 5-Headed Dragon very quickly in the Duel. It works best in a well-supported Dragon Deck.
