Essentially they will ask you to move on if you set up a full-on picnic in the middle of the park (mainly because lots of people doing this would could cause serious obstructions) but taking in your own drinks, snacks, Sandwiches etc is completely fine and they won't be confiscated despite what some people may try and tell you.
