Yes, you can. Shooting Quasar Dragon requires one 'Tuner Synchro' and two or more non-Tuner Synchro monsters. So you could use Formula Synchron as the 'Tuner Synchro' but you could not use a second, the rest must be non-Tuner.

You can play around with alternate methods though, they are very inefficient. Armory Arm can be made into a Lv2 Tuner Synchro using Lightwave Tuning and Demotion. Or there are cards of different levels that can somehow copy Stardust Dragon's name. But it's probably best to stick with Formula Synchron for now.

Or you could just wait for Formula Synchron to come out.
