You can create art with anything that leaves a mark on a surface when drawn on. You may have use different and creative techniques, but it is possible with most anything. I've seen people use ketchup and Cheetos dust before. The only problem is that it won't last; makeup should be fine.
you can use flash, or you could move it picture by picture in paint, then edit it in windows movie maker, which I think is a better idea because it's a lot easier than paying 700 dolars for flash (even if there is a way to get it for free) because you probably have paint and windows movie maker on your computer. although if you have a mac you have to download those seperately.

Well, any of them really. But to make things simpler, I would just use Microsoft Paint. It's really easy and should already come with your computer.

There are many fun and useful photo apps. I suggest adobe photoshop, sketchpad, paint or GIMP.

Toy stores, costume stores and places like Spencer's sell face paint sets. You can use that, or regular makeup if you can find the colors you like. But I'd use face paint rather than regular makeup--doing it with regular makeup would get expensive fast.
I am not very sure what you mean by that...but if you mean background as in your wallpaper on your desktop, you can use a picture file that you have or you can even draw your own picture if you have any drawing thing like "Paint", save it, and save it on your desktop. :) Hope this helped.
