Create a copy of him earlier on in the game, rename that clone, and keep him outside of the Imperial City. It is possible that after the main quest is over, the clone will not be deleted. Unfortunately, his voice will be the standard Imperial voice and you cannot converse with him. The clone will just stand there day and night, occasionally conversing with passbys.
