John Hancock refused to sign the US Constitution at that time because he felt that it lacked in certain areas and needed to be relooked. According to Dr. William Morgan Fowler of Northeastern University, Boston says the reason John Hancock rejected the US Constitution was that "Hancock, who was not present at the Philadelphia Convention, had misgivings about the new Constitution's lack of a bill of rights and its shift of power to a central government." But he later joined Samuel Adams to lead the effort in a compromise through which Massachusets approved ratification but with many substantial amendments recommended.
