This depends on the specific monster and its abilities. If a monster's summon is negated and the monster destroyed, it is likely that its effect was never able to be activated in the first place. In this case, its effect would never have applied

If you negate a monster's Flip Summon, then the Flip Effect will never even activate in the first place, meaning there's no need to negate it.

If the monster is being summoned by an activated Trap or Spell card, Solemn Judgment can be chained to these. But it cannot stop a summon from an activated monster effect, which is why Solemn Warning became so heavily used, because it can negate such monster effects.
