The Zorua event can be triggered at any time. The time-specific part is the distribution of the Celebi needed to activate it. While this event has long since finished, you can still migrate one over if someone has one on another cartridge, and this will let you get Zorua.

yes in black you can get a legendary pokemon called reshiram and in white you can get a legendary pokemon called zekrom both are same but there are some minor differences, like different places to explore i slightly suggest white over black but its just my opinion :D
