Yes you do. Unfortunately the first prints of Neo Daedalus were misprinted, they missed out the card's summoning text, which is "This monster cannot be Normal Summoned or Set, this monster cannot be special summoned except by tributing 1 "Levia Dragon Daedalus" from your side of the field."
Though it's an old structure deck, you might see some corrected versions occasionally.
