Yes, any product designed to look like Disney characters would need to be licensed by Disney. If you want to make money based on the good will and popularity that has been created by Disney, then you need to share in the wealth. They also want to continue to ensure the quality of their creation, and can limit the way their characters can be used.
If you design your own characters that don't resemble any Trade Mark design, then you could sell them on their own merits, and you would get all the profit and credit for their success.
