Not necessarily. Your team gets healed after you battle him so you can face N because he wants it to be a fair match. If you tried hard enough, you could catch him in an ordinary pokeball. If you want to finish the story quickly, by all means use it, but there are harder Pokemon out there to catch.

∙ 10y agoNo, it is not necessary; Ho-Oh can be caught in any kind of Pokéball. But, it is one of the most difficult ones to catch.

∙ 8y agoNo. The Master Ball is unnecessary to catch any Pokémon. You can catch any Pokémon with any ball, but some, such as Legendaries, are much harder to catch than others.
