Train a Golbat/Crobat. Or catch Entei with the Master Ball and randomly run into Raiku for the first time (Full HP) and catch with an Ultra Ball.

First, you evolve a Zubat into a Golbat at leval 22, and give it lots of care - let it hold an item; let it win lots of battles; groom it; give it items like Iron or Carbos and heal it straight after it gets ill. Eventually, it will come to like you enormously, and if you raise it to a level above 25, it will evolve into a Crobat.
Level it up with max happiness. You can give it a soothe bell, and train it.
