Handcuffs Dragon returns to the field in two ways.
- If it is not equipped - if it destroyed by battle, it can become an S/T card equipped to the monster it destroyed.
- If it is equipped - if the equipped monster is destroyed and Handcuffs Dragon sent to the graveyard, then it can Special Summon itself.
So if it is not Equipped, it cannot special summon itself, only come back as an S/T card if destroyed in battle. If it's acting as an Equip card, it can only special summon itself, it can't re-equip itself to something immediately.
you combine a dragon with a knight
Dragon Shrine's effect is pretty self explanatory, it lets you send a Dragon-type monster from deck to the graveyard. If that Dragon monster is a Normal Monster too, then you can send a second Dragon monster. Dragon Shrine is used to set up various combos that require Dragon monsters in the graveyard. Dragon's Mirror is one card, as it can Fusion Summon using dragons in the graveyard. White Stone of Legend and Eclipse Wyvern for example, have effects that will trigger from the sending.
who knows its a monster
Red-eyes black dragon is not a fusion card. there is no other card, that i know of, that can fuse with blackland fire dragon to make a fusion card. red-eyes black dragon is a normal monster.
Yes. Stardust Dragon itself is a monster, there is no requirement for the opponent's destruction effect to try to destroy an 'other' monster, just one that tries to destroy Stardust Dragon itself will do.

No, it can't affect Handcuff Dragon at all. It has two Triggered Effects that both activate in the graveyard, so are not negated by Skill Drain. Also the effect that lowers the ATK of the equipped monster, is applied while it is a Continuous Spell Card so again it is not affected.
