You can buy them from one of three vendors, or from a member owned store. The three areas are in the Haunted Fairgrounds, Terror Mountain, and Qasala in the Lost Desert. Yes - the same screen that you bought the ticket at, has the option to scratch the scratchcards in your inventory.
They are in the land there from, usually on the main maps when you click on the land on Explore. Ice cave scratchcards can only be scratched off in terror mountain, desert ones are in the lost desert, and the spooky ones can be scratched off in the 'deserted fairground' in haunted woods.
