This card cannot declare an attack during the turn this effect is activated.

Obelisk the Tormentor does not posses an effect to negate Continous Effects. It merely states that "...Effect Monster card cannot be activated." Continuous Effects do not "activate" as they are applied immediately and remain that way until they are removed from the field.
