When Obelisk the Tormentor is Normal Summoned onto the field, the effect of Future Visions does not activate because the lore of Obelisk the Tormentor states "...When this card is Normal Summoned, the effects of Spell, Trap, Monster Card effects cannot be activated..."

So in answer to your question: no, Obelisk the Tormentorwill not negate Future Visions' effect because it cannot be activated in the first place.
