If Latias is on the route you're in, and your lead Pokemon is higher leveled than the wild Pokemon in the area, but lower than or equal to the level of Latias, then yes, it will appear. In fact, this is a useful method for finding roaming Pokemon easily.

There is an exception when it comes to using the Repel items, if the wild pokemon in the area you are in are higher leveled then the pokemon that is first in your party then they will still appear. This also happens when your pokemon is holding Cleanse Tag so to avoid encounters you will need to make sure your first pokemon in your party is above the levels of the wild pokemon in that area.

A repel keeps wild Pokemon away for 150 steps... a super repel keeps them away for 200 steps ... a max repel keeps them away for 250 steps... it only works for weaker Pokemon though....don't expect wild Pokemon at the Battle Frontier areas or in Victory Road to stay away from you just because you used a repel

If you use a repel, pokemon will only appear if they are at least 1 level higher than your first pokemon in your inventory. Say you have a croagunk lv. 45, if another pokemon is lvl 46. or higher, a battle will occur regardless if you used a repel or not in the wild. Hope this helps!
Get a pokemon around level 30+ but below 40 leading the party. You have to have beaten the elite four. Next, use a max repel. Go through about 15 patches of grass. If latias hasn't appeared, go to a different route or town and come back. Repeat this process until you find latias. You can't get latias if you have latios.
Max Repel is a potion that prevents Pokemon that are LOWER level then you. Meaning that if u have a lvl 40 Pokemon and u use max repel. it will only keep level 2-39 Pokemon away. Even if u use max repel and ur Pokemon is lower level than wild Pokemon that are 41+, you will encounter them so be sure that u have a high level Pokemon when using max repel

It doesn't just appear anywhere. You first have to buy a lot of max repels and go to route 110, you also need a level 40 Pokemon that way you wont kill Latias. Then you use max repel and run around in that grass, then after about 5 seconds go run into the building in the top right of your screen then come back out. Then run back out and into the grass until you run out of Max repel then use another Max repel. I would save the game ever 3 times you run into the building cuz then if you find Latias. Then not catch it or Latias flees you will then just shut of the game and do the same process over again.
