If you run out of repel steps, use another repel. Duplication is different in Crystal. Turn the system off a split second after the r in power shows up.

Raikou, like Entei and Suicune, travels around the map. In order to catch it, you have to have seen it in battle. After that, simply follow it around using the area function on your pokedex to figure out where it is. Once you are in the same area as Raikou, you should use a repel and put a level 39 or 40 Pokemon in your party. I recommend something fast so that you can get an attack in before it runs. Oh, and finding Raikou is all luck. You won't be able to do anything with Raikou until you have randomly encountered it in the wild.

Unfortunatly, unlike suicune, you must find them randomly in the wild. they can be anywhere. i recommend searching near spots hot/like fire for entei, and like a thundery/electric place for raikou. you can also use any repel and they can still appear. i reccomned using max repel and using sweet scent. happy catching! Well Youd do know another place they usually appear for me is the unown alpha ruins ive encountered raiku and entei countless times there but it might not be the same for everyone
