To get Raikou in Pokemon LeafGreen you need to have chosen Squirtle as your Starter Pokemon. To get Raikou to appear you need to have defeated Team Rocket in the Sevii Islands. Do note there is a glitch were if Raikou, Entei or Suicune use Roar to flee the battle they will disappear for good. With the above glitch in mind it's recommended to save your Master Ball for the one that appears in your game.
