I personally think that Seiya would have made a better boy (or girl...) for Usagi than Mamo-chan. But that's just me. About the boy-girl thing above... Seiya-kun was a boy in the anime that transformed into a female Sailor Senshi. In the manga, she was a girl full-time. Her alias was Sailor Star Fighter. And remember when Haruka was hitting on Usagi? I doubt it was nothing more than teasing, but she did say after Usagi broke up with Mamo (for about one episode) "Maybe can I have a chance now?
