sometimes it does. I've gone to glitched areas in only Pkmn Red/Blue/Yellow, where the developers made the most mistakes in making the game. I know for sure that there is one glitch in solaceon town, but I ve never done it (in fear of losing data; all of my Pokemon dating back to pkmn Ruby/ Sapph are on my Pkmn diamond).
I've heard that the glitch can sometimes make you walk anywhere, making it useful in getting Shaymin, Darkrai, etc., so this is the glitch: you go to the northernmost area of the city. There is a path that goes straight to the city that leads into the route below Solaceon. You're supposed to ride down the path on your bike in the fastest gear while tapping left and right on the D-pad while pressing down. Your character will look like he/she is spinninig as you ride down. WARNING!!! The game may crash after you cross Solaceon's southern border or you'll end up in a white void, a black void, or you may crash into an invisible wall. Sometimes you are able to walk anywhere after the glitch.
