Sorry but you can't switch pokemon but you can create another file and add the pokemon you want in that file.
You do not lose your Pokemon. After the game restarts and you start your save file, you're back at New Bark Town with the Pokemon you used during the battle. It's never possible to lose your Pokemon unless you release them, and even then, they can still come back if they're worried about you.
If you mean that you deleted your file, then you can't reload it.
no the pokewalker can only be to one safe file. if you delete the file with a Pokemon in the poke walker then you would either have to keep the Pokemon in the pokewalker or delete the new Pokemon so you can link it up to the new game
the only way that i know is if you have the Pokemon diamond ROM where you save the .sav file twice then trade off that game then overwrite the new.sav file with the old one

Transferring a pokemon to another save file is easy but will require another 3ds running the same game. you must transfer the pokemon to the other game, then switch save file then transfer the pokemon back.

You may not recover a deleted file.
You can transfer the .sav file from the "Battery" file in No$GBA to a DS Flash Kart and replace your original .sav file with the .sav file from No$GBA. Make sure to back up your save file on your flash kart first! If you don't want to spend any money, or don't have a DS Flash Kart, you can't transfer them.

If you want to erase a save file on Pokemon Platinum, while in your game, try to save on the game that you are playing. If you already have a save file, it will tell you how to erase your save file. copy the Pokemon ROM file, go to no$gba and find the battery file, then paste the Pokemon game into the battery file. start the game like you normally would then save like you normally would then start it back up again and bam! it should be right there. this works for every Pokemon game.
