Yes! William Warren Dailey was from Belgium. He loved to paint wildlife, especially fowl. I have a few reproduction cards from the 1970's with his work. He is very clean and precise in his paintings. I believe he will sketch his piece out in pencil first and then spend weeks or months carefully detailing each feather or hair on an animal. I do not know whom he studied under, however, I do believe you will find quite a lot of information about this artist through the Belgium Art Institute. They do have a website where they have a listing of their famous artists. I also know that his work is extremely prized, so if you have an original, be sure to take it out of the sunlight, away form extreme temperature fluctuations; this tends to "bend" canvas and the MOST IMPORTANT advise I can give someone is to make sure that there are no smokers in your home. Cigar and cigarette smoke can damage a fine piece of art so badly that it can devalue it hundreds of thousands of dollars. (Besides, it is a dangerous and dirty habit)!
