First of all you need a friend bow and give it to your leader. it increases you recruit rate by 10%. then you need to have already captured zapdos and moltres. when you get to "frosty clearing" in frosty forest search on the next 4 floors for reviver seeds you'll need them if you are under leveled. you must have already beaten him once. then when you finally reach him just , well beat him and from there its just luck but if you dont want to keep scaling frosty forest save at frosty clearing. hope this helps! :)
