Snape was the Headmaster. And while it looked like he was the villain, he was trying to make sure that things were not too bad for the student while trying not to expose his true loyalties to Voldemort.

Remember Harry's blood was used in the Goblet of Fire to return Voldemort to a body. So by not resisting, Voldemort actually fulfilled part of the prophecy that was revealed to Harry in the Order of the Phoenix that "none can live whilst the other survives", something alluded to when Harry talked to Dumbledore straight after his "death". Since another part of Voldemort's soul had been destroyed, it made it easier to eventually kill Voldemort himself. Answer: Yes, after that Voldemort couldn't kill anyone; his spells (like the ones he cast on Neville) were weak.
