To get mudkip or torchic you can start with mudkip or torchic at the beginning of the game but you do need to trade to get the ones you don't have.

∙ 15y agoyou just save right before you choose your starter pokemon, and choose mudkup. If you dont get a shiny one, SR it. And repeat the process...

∙ 9y agoShiny Pokémon are rare Pokémon which differ from the normal color scheme. To get a shiny Torchic in Sapphire you would just have to get lucky.
