How can you recruit raikou in Pokemon mystery dungeon red rescue team?

First, you must beat Rayquaza the first time, when he destroys the meteor. After that, Xatu will not be able to teleport you to Sky Tower anymore. You will need to get the HM Fly, which is in Wyvern Hill on either floor 29 or 30. [You may want to take an Escape Orb with you.] HM Fly will be hidden inside a locked door (it looks like a treasure chest to most people). A small hidden room will be exposed with an HM inside. [There will be a lock on floor 19 or 20, but that will not contain the HM Fly.] Get the HM Fly, use the Escape Orb, and USE it, don't GIVE it, to one of your Pokemon. Once you teach your Pokemon Fly, you will be able to go to Sky Tower. Bring a Size 1 Pokemon in your team if the flying Pokemon is at least Size 3. Once you get to Sky Tower, make your Size 1 Pokemon (it should be a very strong one, like the one you started out with) the leader, then send your flying Pokemon back (if it is, like I said, bigger than size 2). Make your way to the top of Sky Tower. Make sure you save at the Kangaskhan statue. Continue on until you get to Rayquaza. You will have a VERY little chance of recruiting him. Good luck!

3.Go to Sky Tower with a flying Pokemon.You will need your STARTER.
4.Go to the Kangaskhan statue at about the 25th floor.
5.SAVE.
6.In the Mid section of the Sky Tower press B,then go to Team,then go to the flying Pokemon and presss A.Press Stand By.
7.Go to the Top of Sky Tower(9th floor)
8.And battle Rayquaza until u get him!Also use a Friend Bow!
It is a -10% recruit rate so get a friend bow(+10%) and get as high level as you can

Rayquaza can only be obtained by traveling back to the Sky Tower after you have completed the main storyline (defeated Rayquaza and stopped the meteor). You must battle the Rayquaza again and recruit it. You can only get back to the Sky Tower, however, if a member of your team knows HM Fly.
