How can you use Wild Tornado's effect via Magical Hats if your two Set cards are considered Monsters and nothing else in Yu-Gi-Oh?

They're monsters while they are on the field, but Wild Tornado is a card that triggers in the graveyard after destruction. When Magical Hats own effect destroys the tokens it creates, cards like Wild Tornado will end up in the graveyard and the condition "When this Set card is destroyed and sent the graveyard" is now met.

No, Dimensional Fissure only affects monsters that are sent to the graveyard while it is active - it waits for anything to try to send a monster to the graveyard, and banishes it 'instead', it does nothing to monsters already in the graveyard.
If on your turn you summon a Lord of D and your opponent has Dragon Capture Jar do your dragons revert to their original positions?
Lord of D. only protects Dragon-type monsters from effects that target them. Dragon Capture Jar is a field, or blanket effect, it does not target the monsters it affects. So Lord of D. will do nothing in this case.
