First you go to the top of the Pokemon Tower in Lavender Town. Mr.Fuji will be there and you have to rescue him from Team Rocket. After you do so, he will give you a Pokeflute that will awaken any pokemon from sleep. Go up to Snorlax and use that pokeflute. It will awaken and attack. If you want to catch it, I suggest using alot of Ultra Balls.
