How come I can't learn Surf unless you beat Jasmine but you need to get to Cianwood City to get the medicine for her help in Pokemon HeartGold and SoulSilver?

Beating Jasmine doesn't give you the ability to learn Surf. Beating Morty (the Ecruteak City Gym Leader) is the one that grants you the ability to learn Surf however you need the HM Surf in order to teach it to 1 of your Pokémon that is capable of learning it. In order to get the Surf HM, you first need to head to Ecruteak City. Next you have to head into the Dance Theater which is the building above the Pokémon Center. You'll encounter a scene where a Team Rocket Grunt is there targeting a Kimono Girl. Approach him and defeat him. As you see the the guy who is always by his Psyduck will give you the Surf HM.
