Well, you have to go through the entire lighthouse. Then you'll be inside of the door where Ampharos and Jasmine are. Then Jasmine'll just open the door and tell you to go to Cianwood City and come back with medicine.

To do this, battle your way to the top of the lighthouse, where you'll find the sick Pokemon and the Gym Leader. Talk to the GL and she'll tell you to get something from Cainwood City, which you'll need to surf to. The person with the med you need will be in a small house. Note: though this should be accurate, I'm going by Heartgold, not Soulsilver.
