In J. R. R. Tolkien's "The Hobbit", based on his bloodlines, Gandalf considers Bilbo Baggins to be more than just an ordinary Hobbit. He went with the feeling that Bilbo was also much braver than any other Hobbit, and at that point, decided Bilbo should accompany the dwarves.
Bilbo saves the dwarves in many ways. But my personal favorite is the spider rescue. He was separated from the other hobbits and the hobbits got caught by the huge Spiders. Bilbo was attacked by one a used his dagger to kill the spider then named it Sting.
He came to the place where the hobbits were wrapped in spider webs and freed them by wearing the one ring, making a slingshot, and throwing rocks at the spiders which killed them. He then used sting to get the hobbits out of the web and ran away with the other hobbits.

He smuggled them out of their dungeons and packed them in barrels that were dropped in the river to send them back to the lakemen.

If it is in the Hobbit, it is to get Bilbo started on his adventure. If it is in the Fellowship of the Ring it is to have the ring returned to the mountain to be destroyed.
They were discussing all that had happened in the goblin tunnels, and debating what they were to do now. Gandalf was saying that they could not possibly go on without trying to rescue Bilbo, and the dwarves did not want to.
Bilbo went on an adventure with the thirteen dwarves, Fili, Kili, Balin, Dwalin, Dori, Nori, Ori, Oin, Gloin, Bifur, Bofur, Bombur, and Thorin Oakenshield, and Gandalf the Wizard was with them some of the time, too.
Because the previous morning, Gandalf had "scratched a queer sign on the hobbit's beautiful green front door" as a sign so that the dwarves would know that Bilbo was the one he had chosen to go on their adventure with them. By knocking very hard on the mark with his staff, Gandalf put a dent in the wood over top of where the sign had been, erasing any evidence that it had been there. That way, Bilbo would not blame Gandalf for all of the dwarves coming to his house to take him on an adventure.

If Gandalf and the dwarves did not show up to rescue him, Bilbo Baggins had a plan to make his way through the tunnels to locate them. However, he is saved from that undertaking when he hears the dwarves and Gandalf talking.

Yes, the wizard(Gandalf) likes Bilbo very much. It is by the will of Gandalf that Bilbo comes along with the dwarves for the quest. His concern for Bilbo can be seen when all the dwarves come out from goblin's cave but Bilbo remains behind. Gandalf continues to visit Bilbo even after the end of dwarves quest.

I think Gandalf came to Bilbo to either get a 14 man. (Another reply) Gandalf was helping the dwarves, and he believed that Bilbo could help. However, his help to the dwarves was secondary to his main mission: to get information about Sauron. Sauron is mentioned in the Hobbit, as the Necromancer; in the Lord of the Rings, Gandalf confirms that the "Necromancer" was no other than the old enemy, Sauron.
