She didn't. Protestantism was simply Lutheranism, whilst Calvinism fought to take over the Church in England. Elizabeth preserved the Church in England from the excesses of the Council of Trent, (1545/1564) which would have made her a Catholic Sect, in line with the continental church!

Elizabeth built on the work her father started. He broke away from the Catholic Church and began the Church of England, which was Protestant. Elizabeth was in a difficult situation, she was trying to overcome the excesses of both sides (Prot and Catholic) and find a balance for her people. As well she wanted to avoid having a foreign power exert any strong control over her subjects.

She couldn't allow Catholicism to have a strong say, the Pope demanded obedience to him before the King or Queen of a country. Elizabeth was a Protestant, and the Pope had already declared her as dangerous and should be unthroned. So Elizabeth had one route left, move more towards Protestantism, but with her as the head of the church.

The Religious Settlement of 1559 made Elizabeth head of the church within England, so basically she was both the political and spiritual leader of her people.
