After you have beaten the story mode on Pokemon Diamond/Pearl and obtained the National Pokedex, Pal Park will open south of Sandgem Town. Insert the Emerald cartridge into the Gameboy slot on your DS. Then, go to Pal Park in order to transfer Pokemon from Emerald (or any other Gameboy Pokemon game) to Diamond/Pearl.

u might not like this answer, but sorry, you can't get turtwig in Pokemon emerald. turtwig was created in the newer games, like Pokemon diamond and pearl. but if u do get Pokemon diamond or pearl, u can choose turtwig, chimchar or piplup as your starter Pokemon. but in flora sky [same as emerald] there are turtwig, chimchar and piplup as your starter.
you use pal park to get emerald Pokemon to pearl bur you can't transfer them back to emerald

I personally like Emerald better, but Pearl has better graphics.
Pokemon Pearl is in generation IV and is in the Sinnoh region. Emerald is in generation III and is in the Hoenn region. You can catch way more Pokemon in Pearl than Emerald.
