After you have beaten the story mode on Pokemon Diamond/Pearl and obtained the National Pokedex, Pal Park will open south of Sandgem Town. Insert the Emerald cartridge into the Gameboy slot on your DS. Then, go to Pal Park in order to transfer Pokemon from Emerald (or any other Gameboy Pokemon game) to Diamond/Pearl.

The way this works is that the game recognizes what Pokemon it is, what moves it has, and what level it is. since the older games have different pictures of the Pokemon and they don't move, the game only changes the picture of it, so it moves.
