To show that nobody can take over the Capitol make 2 tributes ( 1 girl and 1 boy) go into the hunger games where they have to kill everyone to win. When Katniss steps up to take her sisters place when she was drawn from the reaping she finds out she will have to go into the games with a boy from her grade (Petta Mellark).
