First, you have to get an Eevee. You can get one from Trophy Garden, or when you get the national dex in one of the houses in Hearthome City. Once you have your Eevee you have to go to the Eterna City forest and go to the green rock in the left corner of the forest. Go in front of the rock and use a rare candy to level up your Eevee. Your Eevee will evolve and become a Leafeon! Sorry I don't know where to get rare candy.
