Adding friends can be done one of two ways: One is you register the person's friend code in the Home Menu on your 3DS/2DS and they register yours, Two is you trade, battle, or view there Trainer PR Video multiple times and then the game will automatically ask if you want to be friends with this person. If you say Yes the other person must agree and both people's friend codes will automatically be registered.
