For Kingdra it is weak to Dragon and Fairy-type Pokemon so Pokemon such as Dragonair, Tyrantrum, Goodra, Garchomp, Latios, Ampharos, Togepi, Latias, Kingdra, Clefable, Dialga, Palkia, Giratina, Zekrom, Wigglytuff, Haxorus, Reshiram, Mr. Mime, Marill, Druddigon, Axew, Noivern, Flygon, Deino, Sceptile, Rayquaza, Altaria, Shelgon, Dratini, Salamence, Kyurem, Marill, Zygarde, Snubbull, Cleffa, Mime Jr, Mawile, Whimsicott, Floette, Aromatisse, Slurpuff, Dedenne, Spritzee, Swilrix, Sylveon, Klefki, Carbink, Diancie and Xerneas so you can use them to beat Kingdra.
get a strong pokemon and beat the living crap out of it. or get a moderately strong grass type pokemon that is the same level,and then beat the crap out of it.
At level 40, Kingdra is suposed to learn Hydro Pump.
Attach it to seadra then you can evolve it to kingdra all though this item is useless because you can capture a kingdra regularly. you cant catch a kingdra regularly. just attach it to seadra make it hold it and trade seadra and it will evolve into kingdra
