There are actually two options, either you can forget it and continue living your

life or you can do the second option ( PS. easier said then done.....)

Train yourself to become a good actor. Then go to Los Angeles and become an actor/ singer ( your own choice!) Become a popular celebrity, (that way you will impress Chloe Moretz) and when you meet her, you should always be nice and polite to her and to the people around her and eventually she will have a crush on you and you can make your move and become her boyfriend!

Harder part is her parents.....( PS. you have to figure that out yourself)!

OR, you make a good amount of money get a sports car, like a Dodge Viper, or a nice Corvette. Then follow to what event she will go next and make a great entrance and after you get out of your car be polite and introduce yourself. the key is to look good ( meaning be fit work out, look like a movie star pretty much) one hard thing would be she has 4 brothers with her almost all the time so , idk how that would work out on that part but I'm sure they wouldn't mind if you just talk to her, but be polite and no joking around (meaning no sex jokes ) more or less make her fall for you by impressing her on your looks and (show that you at least have some money) i believe that its a little easier then becoming a movie star or a popular singer.
